I applied through a google blog that I had started and posted to a few times. I was accepted pretty quick after applying and I suspect that was because I was applying for a google blog (it behooves them to accept their bloggers faster).

You can sign up through HubPages, go to your affiliates page. And there's a button next to the Adsense ID Publisher field. Mine says "modify" but yours should say something different.

Yes, you can indeed sign up for adsense on blogger. I know many who have done so and have been pretty successful.

It's been said already. I will just give you the lay out:
    1. go to blogger.com (Owned by Google) and open an account.
    2. Set up a blog
    3. Go to "monetize" tab and apply for adsense. Use genuine information.
    4. Start making posts.
    5. Wait patiently for them.
    6. They will approve you.
    7. Once approved, play by their rules. Other wise you can't win.

    All the best

You can apply for adsense from any site and it does not make any difference. Especially if you are a blogger with Blogspot, it is fine.
Both adsense and blogger are from Google.

    Thanks,

You're in India.  Google has imposed a waiting period on some countries, including India.  You'll have to wait six months, or emigrate.
