Google rejected my application for Adsense reasoning insufficient content. Now I was wondering, can I apply for HubPages ad programs? How does it work?

Yes. You cannot apply for hubpages ad programs unless you have your Adsense Account.
I am new too, but it seems from my reading, that you can join some add programs without an Adsense Account.
From some of the articles I have seen here, lots of people seem to have Amazon or eBay accounts without having Adsense accounts. Suggest you check out the learning center.
Which website did you use when applying for an adsense account? You should have a lot of published content already and they should already be receiving traffic before applying for adsense. I suggest having at least 50 posts before applying for an adsense account

HubPages has that all set up for you with info on your webpage, etc. Just go to the earnings link on your account page and follow the instructions.
Yes, so far I am unable to complete the ebay program, the google adsense program, the amazon program or complete the hubpages earnings program. If there is a way to get into the hubpages earnings program without my google adsense being in place, I have yet to find it. However, you can set up a google analytics account without any problems. That won't help generate any income, but the information is wonderful. It appears the amazon program is not allowed in my state and several others too.
What kind of information can we derive from Google analytics?

No.. It's not necessary... But to have earning, you need to apply and be accepted by adsense...
you need to have google adsense in order to participate in the hubpages ad program!!!
how many hubs have u published before reapplying for hubpages....? you may need to publish more hubs before reapplying...
