The most creepiest song I have heard is "I feel like dying" From Lil Wayne.

It's super creepy played normally, but reverse it and play it slower it is ultra creepy.

Every Breath you take by the Police, It just reminds me of a stalkers Anthem.

Every Breath...by the Police (I see some1 beat me to this) is not the creepiest I've heard but I have to laugh at how it's seen as a soft-rock ballad of sorts--played at Weddings, etc. LOL--when it's a stalker's theme.

As for the most creepiest: Buried Alive by Venom. I know there are much worse but I'm not into creepy songs so that's the best I can do.
