if I used to much hot chili peppers while cooking, can i counter it
In an actual recipe, it's hard to reduce the amount of heat once you've added peppers and cooked them with the other ingredients. Mostly you have to make that item a smaller portion of the meal and then serve it with other dishes than can counter the spiciness.
Depending on what the dish is, water should be able to dilute it, or cream may help, if it is a curry dish.
The best way to reduce chilli heat is to use peeled potato chopped in half or thirds. Cook the potato and it will absorb a certain amount of the chilli. You can take it out and use it in another dish

The only way to fix the problem properly is to add more of whatever you were cooking to the over spiced mixture! This is why it is better to under season food (you can always add more spice later) than over season.
