There are various applications for the phrase, though it seems to happen most often when people are trying to make excuses for unsavory "manly" behavior -- such as cheating, drinking too much, spending every night carousing with the guys while the wife takes care of the kids at home -- and would rather just assume that all men are like that instead of acknowledge that this particular male is just being irresponsible and immature.
Now, if I hear "boys will be boys," it's usually in the context of grown men acting immature in a harmless way...i.e. unbridled glee over a new "toy" or the opportunity to blow something up...which usually is meant in a fond, indulgent sense that acknowledges that men almost always retain some element of boyishness that makes itself apparent every now and then.

Why is it men don't pick up on subtle hints from women?They do, but they ignore them? They don't really listen? They don't care? Or women really have to be straight forward at the risk of injuring some of men's feelings, which usually women are trying to avoid by giving the subtle hints?
