what the heck kind of questions is this. it makes no sense and beating a woman at any time is wrong.
Men shouldn't beat on women. If you're asking this, it makes me wonder . . .
It is never a good idea at anytime. It is a violent act, and a criminal offense.

The only reason someone should hit a woman in public is if they want ALL THE OTHER REAL MEN IN THE AREA to jump him and lump his skull until it resembles something like a rotten prune.
