Forums are kinda like bars ... You have your forum flies that will always be around, your current regulars who will be around a lot for many months and then disappear, and then you have your dramatic flies that come and go ... each time returning to see what they missed while they were gone.
The only difference ... no alcohol to be had ... unless you keep a bottle of vodka under the desk, like I do.now ... now ... I only hit the bottle when the forums get rough
Maybe some new blood is needed.

you know, I think it comes and goes. A crop of hubbers will be around a while, be active, maybe cause some controversy. Ususally end up being fairly popular quickly, then they leave for whatever reason.
Eventually, someone takes their place and it all starts all over again The only forums I'm really familiar with are this one and one other one on a writing site. I watched that one go from active and vibrant to pretty much dead (with - like - most recent posts in specific categories dating back months), after administrators started laying down the law over one thing or another. Besides laying down any number of laws, they started to point out that the individual categories were supposed to facilitate writing, rather than just being discussions. They have separate categories for each religion, as well as for each political leaning (just to make sure nobody with "different thinking" creates any problems for anyone else
). There's even a separate category just for fights. The large part of any chaos has been eliminated, but so has participation. If the chaos/soap operas remain, the "grown-ups" (and I don't mean "all-serious grown-ups" who don't enjoy a laugh - just the "regular" people who aren't all into creating soap operas on here) are driven away. If the "grown-ups" participated and just ignored the chaos-lovers eventually the nature of the forums would change; but few grown-ups think it's worth "fighting over territory" on an online forum.
I guess the answer is that people either have to overlook what they see as "foolishness" or "chaos" and hang around; or else bail and leave the forums to the chaos-lovers, who then can have a high old time for themselves. I used to come here with the expectation of discussion, debate or a few laughs. These days I stop by out of curiosity about the latest soap opera. I can feel that novel curiosity wearing off with time, though. 
Ahhh those halycon pirate days, still one has to move on but alas poor Starme77 still loves me to bits, can one blame her
