   Why are these trolling HubPages members with no hubs written even allowed to stay on the site?
   
   So many say rude comments and give know-it-all "advice" yet don't even have ONE hub written. Like this person > LiveFreeBeFree Joined 2 years ago, has a 60 score and hasn't written a thing!
   I've encountered a few others and have been insulted to the point I had to block them. I think to enter and even stay on the site a written hub should be required and then periodically also.
   These people are commonly referred to as "trolls" in discussion groups outside of here. Their whole purpose is getting their jollies from irritating and disruptive comments. Yet allowed free asylum on HubPages. Why?

   There are so many mysterious hubbers here.  Yes, they comment yet have no hubs.  That shouldn't be at all.  I have reiterated time and time again that in order to participate in the question and forum sections, hubbers should have at least 50-100 featured hubs.    It is the MYSTERIOUS HUBBERS who oftentimes make the most venomous comments in the question & forum sections.  They even venture to make unwelcome remarks in the hub section.   This shouldn't be allowed at all!

   It begs the question: is Hub Pages really a place for people to write quality hub pages and revenue share? Or is it a place that fosters discord by enticing people who never write a Hub Page but solely start arguments or upset people, by posting inflammatory, extraneous, or off-topic messages in a community that Hub Pages claims to be a meeting point of information and a place for the passion to write?
   
   HP has been around a long time and if they really wanted it to be what they claim they would have rules that were fairly applied to everyone and certainly not allow trolls to have their fun without ever writing a piece. Truth is Hub Pages is run by a liberal bunch who pick and choose who they want to enforce their rules upon and lean toward anarchy and discord. Just look at the reviews on the internet and you see the same thread of complaints running through them.

   I've always felt that HubPages was several things. A writing platform, a forum, and a Q&A. I don't see why anyone should have to participate in any of those elements they don't want to.
   
   The site does have remedies for poor quality, hostile commenters, etc. Maybe those don't work very well. Maybe they do. Personally, I find the commenting here to be a bit better then the general internet.
   
   I haven't written a hub in a while. I just don't have the time to invest in them, and don't really have much of an inkling to do quickies. But I do like to pop in and peruse the question section and have answered thousands of them. It seems to me that activity is still the king on the internet. For the health of the site, it is probably better to keep people like me around. It is probably better to keep irritating people around too for the same reason. Not that I have ever irritated anyone.

   It's something which never even occurred to me but I agree: there should be a mandatory requirement that a 'Hubber' actually 'Hub,' i.e. write essays, place pictures, et cetera.    Perhaps there could be a 'comment limit' in proportion to the number of Hubs published, e.g.  10 Hubs published 10 comments allowed per month, or some such.
   
   However, nothing will change unless the Hub Team are made aware of the thoughts of a number of Hubbers on this matter.
   
   It's something that's not really bothered me.  However, if it is bothering you, contact the people who can make the changes.

   I agree that some of these types of users can be a pain in the rear. However, many of the negative ones quickly disappear and there are remedies available to us here on HP. I also agree with JunkSeller's point of view. I believe that non-hubbers and those who haven't written hubs should be able to interact with hubbers via questions, comments, forums, etc.
   
   I feel this way because I understand that some new hubbers may have something useful to say or share. Sometimes they may simply like the more social features of HP and/or may be on the fence about writing on HP, or may like the social interactions and not want to write. While most of my comments come from other hubbers, I've also had some very thoughtful and thought provoking comments from non-hubbers and I enjoy the fact that this can occur.
   
   Not all of us have the time to write consistently. I enjoy interacting with others here and I've been here long enough to know that even actual hubbers with hubs can and do troll others. We can use the HP options of blocking others, reporting them, or deleting their comments or answers. Heck, if it suits you an eye for an eye might prompt them to move on and leave you be.

   People are social animals, some come here just to chat and give their opinions. I would think that Hubpages allows people to remain on the site because even without writing hubs they bring in views. They are generating money for the site and its members.
   
   While I am sure some of them are trolls, I am equally sure that many of them just enjoy reading and commenting on peoples hubs/q&a/forums. The trolls are of course a pain in the ... , but the nice readers who have accounts here and just pop in once daily to read and comment are appreciated. The difficulty that Hubpages admin have is in weeding out the ones who are trolling. Being an admin on a site with so many members is not an easy job. What Hubpages should do is hire a moderation company to keep things civil and delete troll accounts.
