What does it mean when a jealous person can't look you in the eye?
The jealous woman won't look the other well-dressed woman in the eye.
How would you know if they are jealous?
There could be a number of reasons why someone does not look people in the eye. They could be shy, insecure, or lacking confidence around you. Very few jealous people avoid eye contact.
They don't want to seem weak or intimidated. They may glare at you!
Jealous usually means: Envious or resentful of the good fortune or achievements of another:
That's a pretty big leap to make based upon someone avoiding eye contact. Jealousy is usually accompanied with looks of distain and sarcasm. There is an underlying feeling that they "hate" you.
She knows that she cannot beat her in any way, so she might be cursing her silently
I tend to go along with the answer given by dashingscorpio. The one thing that occurs to me, though, is that if the woman who won't look the other in the eye is SO jealous and/or just generally dislikes/hates the other woman; maybe she won't even look at her as a way to "put down" the other woman by trying to send the outward message that she isn't even worth looking at or listening to (at least for the moment and with whatever it is the other woman may be saying/doing).
Then, too, though, it may not involve any jealousy at all - just dislike/hatred for others reasons. Refusing to look at someone directly is a "great" way to send the message that they "aren't worth the time of day".
I'd add though, that if the "non-eye-looking" woman has pulled some kind of "cr*p" behind the other woman's back (even if it's only gossiping about her) that could explain the behavior too.
Keep in mind, though, that some people just go through life seeing any number of other people as "not worth the time of day". They just don't bother with looking at, or trying to engage, other people a good part of the time.
It can mean dislike, hatred or lack of confidence in one's own self.
But most probably they do not want to show their feelings to you. When there are eye contacts, one can see through the feelings of that other person by reading the eyes. So, they avoid eye contact to conceal their feelings.
But, sometimes, a person guilty of something also does not look into the eyes directly while facing a person.

If a woman pays on a date, does it mean the man has been placed in the 'friend-zone'?Traditionally when a man woos a woman he is expected to get the cheque. So if a woman pays the bill does it mean that she thinks of the man more as a friend than as a serious potential partner?
