Thieving is a member-only skill in Runescape. It is considered to be one of the faster and easier skills to train, which also can bring in a lot of money (over 30M!) depending what strategy you use.
In this 99 thieving guide, I will tell you which one is best to do at what level. My criteria were the speed respectively the rate of experience per hour and how much money one can make per hour.
At the end of this guide, I listed also some helpful things, which increase your success at stealing something and so on.

1-5: Men. You won’t stay long with them. They are found in Lumbridge and you can get 3gp per successful pickpocket.


5-20: Baker’s stall: It is found in the centre of East Ardougne. It is recommended to wear the Ardougne Cloak, so your chance of being noticed by the guards is reduced.
You can make up to 8k xp per hour.


20-30: Silk Stalls. See above.


Now, there are several possibilities to continue.


30-50: Advanced Chest. The quest “Buyers and Cellars” is needed in order to steal from these chests. They are found in the cellar of Lumbridge. You can also get some nice things out of this chest, what can make some additional money.
You can get up to 60k xp per hour.


40-45: Guards in Ardougne. You can make up to 15k xp per hour.


45-55: Bearded Pollnivnian Bandits (require a Blackjack).
OR: Autumn area of Sorceress’s Garden. It is reported by players that it is a lot more fun using this method and the xp per hour rate is also very good.
OR: Fremmenick Citizens in Rellecka (Lensa and Pontak – found at the entrance). The quest “The Fremmenick Trials” has to be completed in order to pickpocket Lensa and Pontak.


55-99: Ardougne Knights. Use “Gloves of Silence” and wear the Ardougne Cloak 3 or 4 in order to increase your success rate. After level 75, your success rate increases drastically, and you fail a lot less.


55-65: non-bearded Pollnivnian Bandits.


65-95: Menaphite Thugs. In order to use this method, you need several quests and subquest: Buyers and Cellars, The Feud, Rouge trader and Tiny Acorns. They are found in Pollivneach.


91-99: Pyramid Plunder. This is a mini-game in Runescape, which is funny and can even make you some money. If you are lucky, you can get a pharaoh scepter which is about 534k (if fully charged)! You can also make there up to 200k xp per hour. It takes moderately long to get 99 thieving with this method, but you have the chance of getting a pharao's scepter what is highly sold.


An alternative to this would be stealing from the Master Farmer (in Draynor).
95-99: Master Farmer. Wear Gloves of Silence and your Ardougne Cloak 3. You get between 70k and 100k xp per hour but also 500k-700k money! And if you succeed at trapping him you can both increase your yp and money per hour. This is a nice way of training 99 thieving, because although the xp rate is rather moderate/lower, but the money you make is just nice ;).


95-99: Monkey Knife Fighter. You need the quests “Monkey Madness” and “Do No Evil”. Use your gorilla greegree in order to become a gorilla. The level 76 spell brings you to Ape Toll. You can get up to 330k xp per hour and train 99 thieving extremely fast.

As you can see, getting 99 thieving isn't this hard. It just takes a while at the beginning, but becomes easier, faster and funnier in the higher levels. I, personally, liked to train at the master farmer and at the farming skill cape guy, because it always surprises me with new seeds and there is a chance to get a worthy seed and the master farmer is a one-click object for thieving. I also liked to train on the knights in East Ardougne. There is no specific reason for this I simply liked the 50gps which you get by successfully stealing from him ;).

Helpful items to get 99 thieving skill cape faster

Gloves of Silence and the Ardougne Cloak 3 (and 4) increase your rate at succeeding and getting more xp per hour in thieving. It has to be noted that the Gloves of Silence are destroyed after 63 failures. This is not so problematic as it only costs about 1,3k in GE.
