There are a lot of people who don't want this not-a-mosque to be built at not-ground-zero, and they've been trying to de-accomplish this anti-goal (I can't think of any actual words for what you call it when you want to make something not happen) by appealing to the builders' sense of sympathy, by playing an unsuccessful round of lawyerball, and by misinforming a credulous, fearful base and inspiring them into acts of intimidation (not violence).
If someone really wants to stop the not-a-mosque from being built where it's going to be built, why don't they try to buy the property from the owners?
If the builders were willing to sell the property at a mutually agreed upon price, then the problem is solved: nobody's rights are being trampled, and nobody gets terrified by a not-a-mosque at not-ground-zero.
How about it? Don't want the not-a-mosque to be built at not-ground-zero? Start a fund to buy the property, and once it's yours, then you can decide what may and may not be built there.
Simple.
A possible solution?
Ask China to Buy it, put a Full Cultural Center there. A real Cultural Teaching center; Art, Language, Writing, Music, Opra; a real Teaching Center. Tie it in with City College and the High Schools.
Have a Business incubator there for new small business start-ups, importing and exporting with China. We need jobs, investmet monies- so why not? Have a Bank of China office there for start-up's
Offer classes to everyone, adults, Kids, Visitors etc... Not just college or high school. Open up Teaching opertunities, even more Jobs.
To me, we are closest to China now. Debt, Monies, Business, Student exchanges etc...
Look Brooklyn has a Mosque already, let them go there, re-build it into a Huge center, expand there.
New York City can handle both well I think.

Aside from that, I gotta say, it seems pretty weird that the original owners rejected an $18 million dollar bid in '07 and accepted a $4.8 million dollar bid in '09. Did real estate values drop that much? I doubt it.
