Are you aware that including in house corporate, there are over 300 private intelligence "agencies"?
On a serious note - "Chaos"

I believe I would call it the United States Intelligence Department.  It serves for safety and protection of our people. It also serves in protecting our home security not only in the white house but in the area between both oceans.  I would like to see more protection on our southern border than we have now.  Especially more prevention even than protection but I for one have no idea how to do it.

There is a lot of precedence - KGB, CIA and MI-6 - for cryptic initials, but I think it would be more deceptive to name it something innocuous like, "Divorce Specialists Detective Agency" or better yet, "Acme Insurance Adjusters."   I'd pick a name that would give agents the best excused for being where they are not supposed to be.

Umbrella Corporation; Everyone would think it was nothing more than a sci-fi / Resident Evil convention. Little would they know that the name would be simply a grand cover up for the operations being faciliated in Racoon City.

To play upon the idea that it is nothing more than a zombie lovers dream, I would host resident evil events on a bi-annually basis while turning first floor into a musem, no one would see it coming.

    Universal Security Agency
    or
    USA

It would be the agency that watches all of the other intelligence agencies and tries to avoid duplication, filter out deceptions and develops a unified intelligence community.
