But the images posted by Republicans didn’t show Portland at all, according to The Guardian.
The image of shield-carrying police officers was from Getty Images, showing “South American riot police” in 2008. Their shields clearly read “Policia,” which is Spanish or Portuguese. Other images taken by the same photographer around the same time indicate that these police were in Ecuador."

DHS takes on Pritzker's 'Smorgasbord of Lies,' releases list debunking his claims
Federal response comes as Democrat governor and Chicago mayor file lawsuit to block National Guard deployment
The Department of Homeland Security (DHS) accused Illinois Gov. JB Pritzker of serving the American public a "smorgasbord of lies" as it released a list that it says "debunks" his claims about federal law enforcement operations in Chicago.
The federal pushback comes as the Democratic governor and Chicago Mayor Brandon Johnson filed a lawsuit Monday to block the Trump administration from deploying hundreds of National Guard troops from Illinois and Texas in Chicago and surrounding cities.
"Our message to JB Pritzker: Get out of your mansion and see Chicago," DHS Assistant Secretary Tricia McLaughlin said in a statement. "If JB Pritzker actually walked the streets of his own city, he would see domestic terrorists and violent rioters attacking police officers and the scourge of violent crime as a direct result of his own policies."
The DHS added that it "is setting the record straight about Pritzker’s lies and defending the brave men and women of Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP) from his smears and slander."
During a press conference Monday, Pritzker said there has been an "unconstitutional invasion of Illinois by the federal government," and, "For weeks now, Donald Trump, Kristi Noem, and [Commander at Large of the U.S. Border Patrol] Gregory Bovino have brought their militarized CBP and ICE agents to the streets of Chicago to cause violence and chaos in this city."
However, the DHS said the "reality" is that, "this is neither unconstitutional nor an invasion."
"President Trump has the authority under the Constitution to deploy troops, wherever they’re stationed, to defend federal facilities from attacks," it added in response to Pritzker’s first claim on the list. "Whether it’s the ICE facility in Broadview or the courthouse in Portland, we will defend federal property wherever they are under siege."
In an appearance on CNN on Monday, Pritzker said, "People are getting detained, they’re getting arrested: U.S. citizens. They did this when they raided a building in the middle of the night in South Shore [Chicago]. One hundred thirty people, they were emptied out of this building. They were going after a few gang members, and instead, they broke windows, they broke down doors, they ransacked the place... They are the ones that are making it a war zone."
"Law enforcement conducted a targeted operation at an apartment building in the South Shore community of Chicago," DHS said in response. "This operation, conducted by the CBP, the FBI, and the ATF, resulted in the arrest of 37 illegal aliens, from such countries as Venezuela, Mexico, Colombia, and Nigeria. Among them were Tren de Aragua gang members and violent criminals."
"DHS has routinely debunked the absurd claim that DHS is targeting U.S. citizens during ICE operations. ICE does not arrest or deport U.S. citizens. Any U.S. citizens arrested are because of obstructing or assaulting law enforcement," it also said.
Pritzker’s office did not immediately respond Tuesday to a request for comment from Fox News Digital.
The Illinois governor said on Monday, "On September 12, ICE shot and killed a man in Franklin Park, a nearby suburb of Chicago. His name was Silverio Villegas-Gonzalez. Reports say that he had just dropped his kids off at a daycare and was headed to work."
"Silverio Villegas-Gonzalez was an illegal alien who, when law enforcement ordered him to stop his car, instead drove his car at the officers. One of the ICE officers was hit by the car and dragged a significant distance. Fearing for his own life and broader public safety, the officer fired his weapon," according to DHS. "Despite his injuries, the officer and his partner immediately started administering emergency medical care to the illegal alien, who was pronounced dead. Villegas-Gonzalez, who was the target of the operation, was a criminal illegal alien with a history of reckless driving."
Then Pritzker added, "In the small suburban village of Broadview, with a population of 8,000, federal agents have turned two blocks of protest areas into a warzone by firing tear gas and chemical agents at peaceful protesters."
"Rioters against DHS and other law enforcement in Illinois have been anything but peaceful. Over the weekend, Border Patrol law enforcement officers were ambushed by domestic terrorists that rammed federal agents with their vehicles," Homeland Security said. "One woman, Marimar Martinez, driving one of the vehicles, was armed with a semi-automatic weapon and has a history of doxxing federal agents. She took defensive fire from CBP agents, has been discharged from the hospital, and is currently in the custody of the FBI. The driver of another vehicle, Anthony Ian Santos Ruiz, involved in the ramming, has been apprehended by law enforcement."
Pritzker also said Monday that, "Peaceful protesters have been hit with tear gas and shot with rubber bullets. Journalists simply reporting the facts on the ground have been targeted and arrested. Us citizens, including children, have been traumatized and detained. This escalation of violence is targeted and intentional and premeditated. The Trump Administration is following a playbook, cause chaos, create fear and confusion."
"The First Amendment protects speech and peaceful assembly — not rioting. DHS is taking reasonable and constitutional measures to uphold the rule of law and protect our officers," DHS said in response. "ICE officers are facing a nearly 1000% increase in assaults against them as they put their lives on the line to arrest murderers, rapists, and gang members. We remind members of the media to exercise caution as they cover these violent riots and remind journalists that covering unlawful activities in the field does come with risks — though our officers take every reasonable precaution to mitigate those dangers to those exercising protected First Amendment rights."

And lastly, Pritzker said, "There were people who were held, elderly people, and children zip-tied, elderly people held for three hours at a time," during the South Shore operation.
"The claim that a toddler was zip-tied originated from a screenshot that went viral, with the original poster claiming it showed an ICE officer zip-tying a child. This has been debunked: The screenshot in question was from a parody video on TikTok for entertainment, where the officer in the video was the father of the toddler seen in the image," according to DHS.

DHS does not dispute the fact that they zip tied children. The elderly man, and American citizen, was also interviewed about being zip tied and held on the street for several hours while "he was being looked up"

Lie #5: "Silverio Villegas-Gonzalez ": As Expected, just about 100% of there narrative is a LIE! Gonzalez is NOT an illegal immigrant as far as anyone knows. If ICE says he is, then he probably isn't.
ICE LIED about Gonzalez "driving at the officers", witnesses corroborate that in addition to what the affected officer.
ICE LIED about the officer "dragging the officer a significant distance". According to the officer, he "got dragged a little".
ICE LIED about Gonzalez being "criminal illegal alien with a history of reckless driving.". Gonzalez's only "crime" was a few OLD traffic violations.
LIE #6: The response to Pritzger's statement is wrong on the face of it because their meshing two separate incidents together and therefore presenting a FALSE picture of events. One was the Broadview incident and the other the Brighton incident (which bodycam footage is disputing.)

Mike, this was an excellent and much-needed read. DHS laying out the facts like this completely exposes the false narrative that Pritzker and others have been pushing. The “smorgasbord of lies” description couldn’t be more accurate. The idea that enforcing immigration laws and protecting federal property amounts to an “invasion” is absurd. These operations are targeting violent offenders, gang members, and dangerous illegal aliens—not peaceful citizens.
It’s amazing how quickly some politicians twist the truth to score political points, even when it puts law enforcement officers and citizens at risk. The public deserves to see the reality behind these accusations instead of being fed selective outrage and half-truths. I’d also add that this situation shows exactly why restoring respect for the rule of law is so critical, when governors and mayors openly attack the people trying to clean up their cities, it tells you just how upside-down things have become.

We see billions being spent on housing, healthcare, and legal defense for illegal immigrants, while veterans, seniors, and working families struggle just to get by.
What’s even more striking is how this imbalance affects the national spirit — people begin to feel like being a law-abiding, tax-paying citizen counts for less than breaking the law. Mike, how I see it, ICE is simply doing the job assigned to them by the president, arresting and detaining non-citizen migrants who have been adjudicated for deportation, starting with those who committed crimes after entering our country through poor vetting. This crisis began when the Biden administration opened the door and invited migrants to our borders without proper control.
We already have immigration laws in place, and the Trump administration has chosen to enforce them, addressing problems that have led to horrific crimes and the overburdening of state resources. Too often, migrants are being prioritized over American citizens.

Portland Police Association president says agency is 'horrifically understaffed' during crime surge
President Donald Trump has signaled he wants to send National Guard units into Portland, Ore., in order to protect the city as well as ICE facilities, which he said have come under attack by Antifa.
"At the request of Secretary of Homeland Security, Kristi Noem, I am directing Secretary of War, Pete Hegseth, to provide all necessary Troops to protect War ravaged Portland, and any of our ICE Facilities under siege from attack by Antifa, and other domestic terrorists," Trump wrote in a Truth Social post. "I am also authorizing Full Force, if necessary."
Camilla Wamsley, director of Portland’s ICE office, previously told Fox News that the agency's facility has been confronted with violence for over 100 straight nights — saying that police in Portland have been directed not to help.
The nightly protests, she said, include bottle rockets striking the facility, barricades blocking vehicles and lasers targeting officers' eyes.
Sgt. Aaron Schmautz, president of the Portland Police Association, told Fox News Digital he wants to work with the feds to identify an approach to solve the city's crime issue.
"Let's present what resources we have to bring to bear to accomplish that task," Schmautz told Fox News Digital. "And if it's not sufficient, then we need help. And so, you know, again, I don't want to be drawn into a hard yes or no. What I want is for us all to identify the problem and work together as a whole of government to solve the problem."
Schmautz said that the Portland Police Bureau is "horrifically understaffed," at a time when some local leaders, he said, aren't supporting police.
"There is a lot, I mean, of just open, very, very anti-police rhetoric in our city council meetings," he said.
"We are still working our way out of a significant, you know, burst, or an expansion in our crime profile. I mean, we have, you know, our homicides went up, times five from 2020 to 2023, and we're kind of slowly receding, although we've had nine last month," he said.
The union president said he's sympathetic to the fear that federal law enforcement is feeling after a series of attacks.
"I am extraordinarily sympathetic to how concerned and afraid federal officers – I mean, there was a shooting in Dallas at an ICE facility. There are federal officers being hit by cars. And, you know, in a world where we have different perspectives about politics, it's one thing to have policy discussions and everything else. But no one should be OK with violence directed at anyone," Schmautz said.

Immigration agency on thin ice following two Chicago legal cases...
This has been a bad week so far for ICE in Chicago as the federal agency faces multiple legal challenges.
This week, a judge has ordered the embattled immigration and border control agency to dial back arrest tactics in Chicago, coming on the heels of a grand jury refusing to indict a Chicago couple arrested by ICE agents.
Both of these legal items are putting the immigration agency on thin ice during operations in Chicago. A federal court judge has found that ICE is breaking arrest rules that they agreed to three years ago, and is reigning in warrantless arrests of individuals without probable cause.
Secondly, well-publicized ICE arrests last month will result in no federal charges after a grand jury on Wednesday refused to hand up indictments.
Tear gas and tension filled the air the last weekend of September during violent protests here at the ICE facility in west suburban Broadview.
That's when a husband and wife from Chicago were arrested by federal agents. 21 year old Ray Collins and 30-year old Jocelyne Robledo were charged with felony assault of a federal officer, with both allegedly carrying guns and allegedly struggling with agents.
It turns out both were legally permitted to carry the pistols and licensed in Illinois.
Prosecutors at the Dirksen Federal Building dropped charges against the couple on Wednesday after a federal grand jury in Chicago declined to approve indictments against them, something that almost never happens because grand juries only hear the government's side of the allegation.
"There's an old adage that a good prosecutor could get a grand jury to indict a ham sandwich,” said the couples’ attorney Richard Kling. “In my case, obviously, they didn't even have enough for a ham sandwich."
U.S. District Court Judge Jeffrey Cummings. In a blistering ruling on Tuesday Cummings said ICE has been repeatedly violating a court agreement made in 2022 in which the agency agreed to not make warrantless arrests without probable cause.
Judge Cummings ordered that stop and ICE to lift all bond conditions for 22 arrestees. With hundreds of others who could also be freed because they were illegally arrested...

Black Chicagoans are cheering the presence of Immigration and Customs Enforcement (ICE) and National Guard troops, reports Breitbart.
An X user by the name of Danielle Carter who says she's the wife of a retired Chicago police officer on Wednesday called for local Democrats to be "held accountable" for their "unconstitutional sanctuary city policies" that are "aiding and abetting illegal alien criminals, and allowing lawlessness in our communities."
"If that were my husband out there risking his life under these conditions, and something happened to him, and I later found out there were stand-down orders, I would not hesitate to prosecute every one of these officials to the fullest extent of the law. That's exactly why we're demanding a full investigation. Because we know that if the @CivilRights, @FBIDirectorKash, and @IRS_CI come in, they'll uncover massive fraud, corruption, and abuse that's been hidden from the public for far too long," she said.
Another woman on X said Americans "love what Trump is doing."
"If Troops are sent to my city to make it safe, I welcome it," she said in a post.
ICE in September launched Operation Midway Blitz in Illinois (with Chicago as a focus), targeting "illegal immigrants with criminal records."
In October, President Donald Trump authorized the deployment of roughly 300 National Guard troops from Illinois (and additional troops from Texas) to Chicago to protect federal personnel and ICE facilities amid protests and alleged threats to federal agents.
Illinois and Chicago filed a lawsuit to block the deployment, arguing it violates state sovereignty and federal limits on military involvement in domestic law enforcement.
A TikTok user by the name of @lucas_the_abstrac earlier this week called out Black people in Chicago for protesting ICE deporting illegal immigrants.
He said those same people never complained when illegal immigrants were being dumped in their neighborhoods.
Homeland Security Secretary Kristi Noem said Thursday that ICE is set to expand its footprint in Chicago.
"We're going to not back off," she said at a cabinet meeting led by Trump. "We're doubling down, and we're going to be in more parts of Chicago."
"What they're trying to do with these riots and violence is distract us and keep us from going after those murderers and rapists that are out in the streets," Noem said.

Perry's ruling places a temporary restraining order on the deployment that is expected to last at least 14 days. She intends on issuing another ruling tomorrow.....

The US State Department has a program for anyone who is here illegally. They are given free transportation back to their home country and $1,000. They can then come back if they use legal channels to enter the United States.
THIS is more than fair. It gives people here illegally the opportunity to come back into the United States legally.

The Trump administration announced Monday that it will provide $1,000 of financial aid to illegal immigrants who self-deport from the U.S. and take advantage of travel assistance.
The Department of Homeland Security said it will give $1000 to illegal immigrants who use the CBP Home app to self deport and confirm their return home through the app.
“If you are here illegally, self-deportation is the best, safest and most cost-effective way to leave the United States to avoid arrest. DHS is now offering illegal aliens financial travel assistance and a stipend to return to their home country through the CBP Home App,” said Homeland Security Secretary Kristi Noem.
Fox News first reported on the new deportation program.
The CBP Home app was created at the beginning of the Trump administration to facilitate self deportation and make U.S. Customers and Border Protection services easily accessible. The app is a retooled version of the Biden administration’s CBP One app, a program former DHS Secretary Alejandro Mayorkas used to help facilitate illegal immigration, rather than mitigate it.
At least one illegal immigrant has already used the CBP Home app’s travel assistance to book a flight back to Honduras, the DHS said. Self deportation allows illegals to leave the country voluntarily rather than having to deal with federal immigration authorities.
The Trump administration projects self deportation will lower deportation costs 70 percent, even with the stipend included. It currently costs more than $17,121 to arrest, remove, and detain each illegal immigrant from the country.

I did some research on this. It makes a difference if you were pulled over or, as in this case, simply sitting in your parked car.
In a traffic stop the police can order you out of your car because they presumably had probable cause to stop you in the first place. (In Trump's America, it is not a given anymore.)
But ICE walking up to a park car, all they can do without probable cause is to try to talk to them. The ladies did not have to talk to them if they didn't want to.
So what Credence asked for is critical, did they have probable cause to yank those women out of their car - I bet not because they rarely do.

Mike, your point is well taken. When a law officer instructs someone to step out of a car, compliance is expected. It was clear the officers spent considerable time calmly trying to understand why she was parked in the middle of the street. She refused to cooperate with their questions and appeared to be mentally unstable, which made it necessary to remove her from the vehicle so they could clear the roadway. When she became combative, the officers had to gain control of the situation to prevent it from escalating further.

What was the probable cause for detainment and arrest of a 15 year old kid?
Is it probable cause to be selling fruit on a street corner? Are there not laws to protect minors against adverse treatment like this without a parent or legal guardian on hand?
There is nothing in the litany that have you provided that can explain or justify this, as it was presented over a local television station and not just someone’s telephone camera.

I researched that claim, and this is what is being reported currently.
On October 4, 2025, Emmanuel was selling fruit with his mother, Maria Garcia, at the intersection of Clay and Hempstead Road in northwest Houston. After briefly leaving to use the restroom, Emmanuel was reported missing when he did not return. His mother immediately contacted the Houston Police Department (HPD) to report him as missing.

It is wise to research any of these accusations. The media, as well as social media, are in some cases misrepresenting these reports.
I’ve naturally watched many of the cell videos. Can we assume that ICE is not following the laws they are required to uphold? They have a job to do, and I’m evaluating their actions based on these videos. So far, I haven’t seen them cross any legal boundaries. Yes, when someone becomes combative, they are physically restrained, often taken to the ground, but this appears to be within their legal rights.
I think it is wise to look at each case, instead of looking at a video with no information but a social media poster. Gosh, time to stand back and look for information on these clips.
Sharlee, The Houston police said that they found a boy as a result of a missing persons report. This boy is autistic and hardly spoke any English, he could only say that he was from Nicaragua. The Police informed ICE.
Why was the mom not informed when the boy, meeting the description of the missing person, was found by police the next day, instead of handing him over to another institution and not informing her that he was found.
How did they (HPD) know that the boy was not a US citizen, he said he was from Nicaragua. Maybe he was just visiting his family, he could have been a legal immigrant? Why involve ICE?
I acknowledge that the boy was declared missing by his mom and the HPD identified him and turned him over to ICE as from what they could tell he was an illegal migrant. Why not start with referring the boy to a standard place of safety that would be the case if a blue eyed blond kid was found? It should have been obvious that the boy was handicapped.
So, who is lying, somebody is, either ICE had the kid for 6 days or as they said, they immediately referred the case to this HHS (ORR). The kid is barely literate, what is this Office of Refugee Resettlement short of an extension of ICE when the boy’s status had not yet really been determined.
Even though you have not seen them cross the line, that does not mean that they haven’t and are determined to not allow the public to know enough to criticize them if they do.
I know that there are fine lines to observe from either side, I just believe that this could have been handled better.

I guess it's up to you to believe what you will... I think all did what they could to get this boy back to his Mom. I have found several sources that give the same info as my link offers. I felt it was the best source due to the quotes it offers.

I think the article does a good job of explaining what happened with Emmanuel. If you want my opinion, which is just that, an opinion, I feel that the situation highlights some serious mistakes. Houston police found Emmanuel, thinking he was a minor who was homeless and from another country. But as the article explains, there was already a missing person report filed for him. ICE tried to help, but couldn’t identify him as a migrant. Did ICE take custody of him? I would assume the police felt he was a migrant, which is why they probably asked ICE for help to ID Emmanuel.

This agency is helping reunite children who were separated from their parents. I would think they were looking out for his safety...The Office of Refugee Resettlement (ORR), which is part of the U.S. Department of Health and Human Services (HHS), is the federal agency responsible for the care and placement of unaccompanied migrant children. ORR oversees their temporary housing, medical care, and welfare, and it works to reunite them with family members or other sponsors in the U.S. once it is safe and appropriate. However, we now know that Emmanuel is not an unaccompanied minor. Let’s look at this with a bit of common sense. About 25% of the Houston Police Department is Hispanic, and 24% is Black. Do you really think this police department is inherently racist? What are the odds that this young boy was picked up by a minority officer? Not everything comes down to race.
From what I understand, most human beings, especially if they encounter a special-needs child with limited communication skills, a child who, according to his mom, seemed mentally like a six-year-old, wouldn’t instinctively want to harm him. If anything, they could have just ignored him, gone for coffee, or just let him roam the streets, feeling he was homeless. But instead, the instinct to show concern, kindness, and help him find shelter seems far more likely, and that’s exactly what I believe happened here. People believe what they want, but I truly think most of us would act with compassion in that situation.

I can see how errors can occur and accumulate. Circumstances were still suspicious, but you have provided a reasonable explanation
As for the Houston police officers being racist, I would say not. But i cannot discern the position and policies of the Chief of Police, the mayor and Texas Governor. They set policy and these officers do not have the luxury of taking their consciences into consideration, they are paid to do what they are told. That is how minority groups many times are forced to act against their own best interests, and that is how the “system” works.
It is clearly a gov't error in one way or another - unless the mother lied about filing the report..
It SHOULD have worked this way:
1. Mother files a report
2. Within 2 HOURS, the HPD enters it into the NCIC system including tags that describe any unusual characteristics and circumstances. That is both federal law and HPD police.
3. Upon finding the boy, the HPD is required to search their own records and NCIC. That apparently wasn't done.
4. When ICE received the boy, they were supposed to do the same thing. They apparently didn't do that either.
Up to this point, it is very highly unusual that they couldn't have identified the boy - I think we are at day 2.
5. Unbelievably, the ORR/HHS is NOT connected to the NCIC. So, even though they are required to try to track down relatives of the boy, they were missing an essential tool. In my book, that is gov't error as well.
I have no doubt had this been a blond-haired, blue-eyed severely autistic boy whose mother filed a report, they would have located him on day 2.
Cred, what I found to be rather suspicious is how many days passed before the Houston police seemed to put two and two together. According to reports, they picked Emmanuel up and then turned him over to the Department of Health and Human Services. What’s missing for me is a key piece of the puzzle. Was Emmanuel able to provide his name or any information that could have helped get him home? It doesn’t seem so, because ICE apparently had no way of identifying him.
As for the police, the fact that his mother had filed a missing person report, and that Emmanuel is not only 15 but also autistic, should have made his case a top priority. I do think they dropped the ball. Was he possibly placed on the back burner because they assumed he was just another runaway?
I understand your point about how a minority officer might feel pressured by superiors to suppress both conscience and empathy in situations like this. Sadly, it really does seem that young Emmanuel fell through the cracks. Still, I’m grateful he was eventually found and picked up. I can’t imagine what might have happened to him if he’d been left to the streets.
I think that we have both recognize common ground on this issue, we come to the conclusion that the HPD was deficient and negligent in its handling of this matter, so in this case I excuse direct involvement of ICE as responsible on THIS OCCASION.
