Hellow hubbers I joined twitter only a few weeks ago and my following is now over 1200 by using the tools I wrote about in this hub: http://hubpages.com/hub/Twitter-Followers
I should tell you though, if your interest is in getting followers to market your articles to then you should have a seperate twitter account if you just want to keep up with friends.
Some people will warn you not to be overly self promoting, but if your goal is to get the followers then promote away. You may lose a few but you will gain dozens more each day.
Also, I dont think you can follow more than 2000 people until you have more than 2000 people following you. Once you have 2000 followers then the limits are taken off and hopefully the followers will skyrocket.
Right now, twitter is my third highest source of traffic to my hubs, so I must be doing something right! Hope this helps! Good luck tweeting.

I've also had some success on Twitter, done the 100% natural, non-spammy way.
I'd rather be of use to followers rather than constantly shout my hubs...So although I do post hubs up every now and then, I also post other wedding articles, wedding blogs, wedding freebies and contests, etc.

There was a story on the news last week that Twitter may start charging for services. If they do I'm gone.
I think if that happens, most people will be gone...
There are two different stories that seem to be circulating about Twitter charging for services. One article reports in Feb 2009:
Companies using Twitter for commercial purposes may soon start getting charged for that activity, according to an interview British trade magazine Marketing (part of BrandRepublic) held with co-founder Biz Stone.
This is what Stone reportedly said:
“We are noticing more companies using Twitter and individuals following them. We can identify ways to make this experience even more valuable and charge for commercial accounts.”
However, it’s important to note that whatever we come up with, Twitter will remain free to use by everyone—individuals, companies, celebrities, etc. What we’re thinking about is adding value in places where we are already seeing traction, not imposing fees on existing services. We are still very early in the idea stage and we don’t have anything to share just yet despite a recent surge in speculation. When we do, we’ll be sure to let you know.

Twitter Inc.'s co-founders say the rapidly growing online communications company will eventually charge fees for its services, but it's unclear which ones and what will drive revenue.
"There will be a moment when you can fill out a form or something and give us money," said Evan Williams, co-founder and chief executive officer.
"We're working on it right now," Williams said at The Wall Street Journal's D: All Things Digital conference.
Williams and Twitter co-founder Biz Stone mentioned possible revenue-generators, including a service that would authenticate the source of information. For example, Dunkin' Donuts could pay to make sure that impostors don't send messages under its name.
